No, prosilver is also getting some updates to 'modernise' it. Early discussion of Neptune resolved its release as likely being in 4.1 for being the default core style in case 4.0 landed earlier and Neptune wasn't ready. Having said that Neptune is still designed to be the phpBB 4 main style.
The roll out would be sort of similar to how subsilver2 was gradually replaced in phpBB 3.
